BIOMETRIC LIVE ENROLLMENT FOR DRIVER’S LICENSES

Mühlbauer delivers new systems for the live capturing of data to South Africa. A total of 950 units are distributed in all nine provinces of the state within 7 months.

In order to limit document fraud, South Africa has been using the holder’s biometric data for driver’s licenses for years. In addition to the demographic data, the facial image, signature and most importantly the fingerprints have been captured. The 15-year-old system currently used for data capturing, however, caused increasing challenges as well as high maintenance costs. These ongoing system failures lead to reduced capacities in the application centers hence causing significant queuing times.

In January 2016 Mühlbauer has been chosen by the South African Driving License Card Account (DLCA) – an entity of the Department of Transport in charge of the production and issuance of driver’s licenses – to provide new enrollment systems for the driver’s license applications. The new workstations will replace the currently used, outdated systems, thus improving efficiency and security for the citizens. Moreover it proves to be a hardware and software update, being more advanced, accurate and thus more secure.

Tailor-made Modern Equipment

A total of 950 units are rolled out starting at the end of summer 2016 to the 406 DLTCs, the stations in charge for data capturing and issuance of the finished driver’s license documents. Within only two months, Mühlbauer developed the new system according to the requirements of the DLCA, which included the delivery of compact units, which permanently and securely include all peripheral devices. Long lifetime of the systems with low maintenance is ensured.

The units are equipped with all needed devices such as document- and fingerprint scanners, the camera and an eye testing system, automatically conducting acuity and peripheral vision tests as part of the application process. The eye test results are instantly validated against South African legislation to ensure that the applicant has the required eyesight for the driver’s license class he applied for. Next to private driver’s licenses, the units also perform the enrollment for professional driving permits, which demand further verification by the police authorities, in order to prove that there is no record of alcohol or drug abuse while driving.

Moreover modern equipment demands user friendliness and ergonomic working, to maintain convenient working conditions for the operators. This is achieved by the ergonomic positioning of the devices. The focus was also set on the development of an easy and intuitive user interface. Instead of having to enter passwords, the operators can easily log on to the system with only their fingerprint, the user management platform guides the operator through the process thus limiting error rates and the new devices enable better quality and less repetition rates. The aim is to significantly reduce costs for the issuing institution, and waiting times for the applicants, by enabling the operators to capture the data efficiently and time-saving.

Leading Provider

The South Africa Live Enrollment Unit project is yet another Mühlbauer project which has been realized at utmost speed and efficiency. After the contract finalization on 25th January 2016, the first delivery has been completed by the end of June. Extensive training has been conducted already, to have the operators prepared for the initial rollout. By the end of 2016 Mühlbauer will have delivered all 950 units countrywide to 406 DLTCs.
